the Council as stringent

it is possible to make them; and they have been hitherto
effective, though it is to be
abuitted that the

formerly; however wild with all deference suggest that when this ordinance is found
insufficient for
its purpose,
there need be no difficulty
in parsing a stronger and
forcible enactment
on the rueantime the subject shall be carefully
attended to, and
every
endeavour
made by the Goverment.
